Who it's for

Built for the people who actually run it.

Proposal & capture managers

Building the compliance matrix and proposal structure by hand burns the first week of every pursuit. Merlin shreds the RFP and generates the matrix, the sections, the win themes, and the milestones in minutes.

Volume leads & writers

Start from a structured draft, not a blank page. AI drafts section narratives from the requirements and your past performance — and every claim cites the source.

Color-team reviewers

Structured reviews with adjectival scoring, categorized findings, and resolution tracking — instead of forty comments in a Word file nobody can reconcile.

Contracts & compliance

Clause-by-clause risk scoring, FAR/DFARS gap analysis, and obligation extraction on the award side — so nothing in the contract surprises you after you win.

A proposal manager that reads the solicitation for you.

Merlin is the proposal-management and document-intelligence product of the suite. The corpus is your tenant — your RFPs, SOWs, PWS documents, task orders, contracts, and past-performance library. Nothing trains a shared model. Every citation references the actual document, not a model’s recollection.

Shred the solicitation in minutes

Ingest the RFP, SOW, PWS, and task order — OCR included for scanned files. Merlin extracts Section L instructions, Section M evaluation factors and weights, key dates, and proposal structure, and generates a compliance matrix with span citations back to the source. The first week of every pursuit, done before lunch.

Stay current through every amendment

When Mod 03 drops, the matrix re-extracts and shows you the diff against the live version. Requirements that changed are flagged. You respond to the solicitation you’re actually being graded on.

Run color teams that actually resolve

Pink, red, and gold reviews with reviewer assignments, adjectival scoring (Outstanding → Unacceptable), categorized findings (compliance, content, pricing, strategy, past performance), severity levels, and resolution tracking. Section assignments with page limits, authors, and win themes. A real review process, not a comment pile.

Draft with AI that cites your library

Generate section narratives, compliance responses, and past-performance write-ups from the requirements and your own win library. Win themes with supporting evidence. A kickoff package summarizing evaluation factors, incumbent analysis, and recommended approach. Every claim is grounded and cited — and the evidence verifier flags anything it can’t tie to source.

Ask anything across your documents

Hybrid keyword-plus-semantic search that understands GovCon language — FAR clauses, agency acronyms, contract types. Conversational answers with citations and page references. Find the relevant past performance in seconds instead of days.

Know the contract before you sign it

On the award side, contract intelligence scores clause risk red/amber/green, runs FAR/DFARS gap analysis, and extracts obligations with deadlines and flow-downs — so the contract holds no surprises after you win.

Trust signals

Tenant-scoped AI with no cross-customer training. Encryption in transit and at rest. Single sign-on with multi-factor and role-based access. Per-tenant isolation. An immutable, WORM audit trail with PII detection and redaction.

How it fits the suite

Opportunity Hawk hands off the pursuit and the win library; Merlin builds the proposal and keeps it compliant; Falcon prices it off Eyrie’s rate engine. The solicitation, the compliance matrix, and the cost volume finally live in one connected flow.

Questions buyers ask.

What does 'document intelligence' mean here?

Merlin ingests your RFPs, SOWs, PWS documents, task orders, contracts, and past-performance library and lets you search and ask questions across all of it with cited answers. It classifies documents, extracts obligations, and scores contract clause risk — the proposal manager sits on top of a real document-intelligence engine.

How does the compliance matrix stay current through amendments?

When a mod drops, Merlin re-extracts and shows you the diff against the live matrix. Section L instructions, Section M evaluation factors, and PWS objectives are mapped with span citations back to the exact source text.

Will the AI invent a clause or a requirement?

No. The corpus is your tenant only — no cross-customer training. Every answer and every drafted claim is grounded in your documents with a citation, and the evidence verifier cross-checks generated text against the source. If it can't ground a claim, it won't assert it.

How is this different from Falcon?

Merlin manages the proposal — compliance, content, color teams, and document intelligence. Falcon prices it — the Basis of Estimate and cost volume. They hand off to each other, and both connect to Eyrie.
